Stronger Ship Hulls for CWIR

Description
Compatibility patch for CWIR (Conquest and War in Rebirth) for proper work with nidaren's Stronger Ship Hulls. All ship hulls was risen up to level but may be unbalanced. Feel free to comment especially about balance.

Pre-requirements:

Download and install latest version of CWIR (button Clone or download) - https://github.com/40712ef4f9/cwir
