Make sure the game isn't paused, (I've done that) Check your demand bars, provide all the city services that are needed ie water electricity and so on. There is nothing special about the map that would prevent growth, it works for me.

for somereason i cannot get the industrial and commercial to grow on this map? I added highway connections and a cargo train depot. Any sugggestions?

The highway runs through the middle of the map, north to south and east to west.
