This war paint is a reskin of Plaid Potshotter Mk.II, so you should get first Plaid Potshotter.
Then unpack archive to the *team fortress 2 root directory*\tf2\custom\materials\patterns (you should create custom, materials and patterns folders, if you haven't got them). Have fun!
