The Map Description in-game explains the rules which must be set to make this map play out the way it was intended:
3 Humans vs. 9 AI (Teams). Difficulty: Emperor or Higher. No Barbs. No Ruins. No City States. Humans MUST be in slots 5, 7, 8.
(You can however play the map in your own way.)



HOW TO PLAY IN MULTIPLAYER:
The MOD will download in this directory:
\Documents\My Games\Sid Meier's Civilization 5\MODS

All players need to move the map to this directory:
\Documents\My Games\Sid Meier's Civilization 5\Maps

Then you can play the map in multiplayer.
