Then, you add to this Christmas Village theme (the page we're on) all the undecorated levels 1 to 3, so that you'll always have chalets, but levels 4 and 5 will be lit up.
You could also include both decorated and undecorated levels 4 and 5, and it will just look like some neighbors didn't decorate their houses, which does happen IRL. :D
Tip for the Chalets to look nice: Have occasional slight curves in some streets - if you use a uniform grid you will only get the 4x4 large chalet.

tl;dr, subscribe to levels 1-3 of chalets, then in Policies Panel, Building Themes Mod tab, click on Christmas Village Building Theme, add in all the levels 1-3, save, now you have a modified version of this theme. :)
Someone made Christmas light decorated chalets of the lower levels, so search chalet and you'll see them - they're easy to spot since they don't have a fancy workshop thumbnail
