Freitag's Sanitation Buildings Provincewide

Description
This very simple mod makes the sanitation effect that you get from the saniation chain buildings provincewide.

I was very happy that sanitation was carried over from Attila into Empire Devided. Unfortunately it didn't quite give the much needed purpose to the specific water / sanitation building chains since you can also achieve sanitation via e.g. religous buildings. With the current system, specific sanitation buildings are therefore once again not really worthile to build. In addition to that, you are forced to sacrifice one building slot in each region for sanitation, as the effect doesn't spread within the province. With this mod you won't need to spam temples in every city and you'll finally have a proper reason to build springs, wells, aqueducts and the likes.

save game compatible
mod compatible (granted they don't touch the effect range of the water / sanitation building chain)

this mod seems great but no longer seems to be working with the current model of the game, i tired looking for a work around but even activating it and and putting it by itself as the only mod used didnt seem to work.
