Quest Restrictions Rebalance

Description
This mod increase the threshold for the low level quests (+1 level for each difficulty), but not remove them completely. To remove these restrictions completly use something like this.

Honestly I impressed, that this mod is still working, coz I did't update it since '17.

Thank you, I wanted my level 3's to be able to whoop a boss, but not let my level 6's to mess up easy dungeons.
