Example:
There is some congestion in front of a traffic light.
1)
it only affects directly neigboring intersections or buildings
--> not a problen, as it solves itself in most cases by simpla waiting
2)
the traffic jam does affect more than a few blocks of road and decreases service efficiency (fire trucks, ambulances, etc.)
--> you really need to upgrade or redo the surrounding road network
Part of my confusion is when does traffic need to be addressed.
upgrade the highway ramp on the bottom of your screenshot to a three-lane highway
other than that you dod a decent job in traffic control
