Omega Squad Master Sergeant Niner, in GMod.
I'm surprised nobody's made this yet, seeing how simple it is to make, so here it is.

To elaborate more, if it's a completely custom character you're trying to suggest, you would have to pay for it, which would usually be about $15 a model. If you're looking just to suggest a general idea then that's fine.
