Technically it already is, you just have to make it in a fighter factory and set it to "Crew Shuttle"

I do so hope they will do some type of Boarding feature in Avorion. I could image my self buildign a giant-ass Rail-Cannon like ship that shoots thousands of Sharp-edged vessles, much like the Tick, at a destroyer.
