Confederations for player but not for AI

Description
Should do exactly what it says, except for the horde factions and woodelves no faction should confederate when AI controlled. However if you play as a faction you can still confederate.

Requires a new game.

Affects mortal empire campaign only.

Currently gives every AI Norscan faction an army led by Azrik the Maze Keeper.

playing as karl franz - this mod when enabled sets all fealty of elector counts to 0 and have not received any quests to improve imperial authority.

初始200祭品非常重要，因为可以直接招募精英红冠灵犀，这对于第一战来说有不小的帮助，个人建议回调。

@yaoyao1997 hmm just tested it and they increase for me

@Анальная филакте yeah, had the same issue in WH1. Not sure what causes it but all that can be done is ignore them.

Bug: Norsca (Wulfrik) can hire 3 legendary units and legendary lord at the start of campaign.
