Stronger Vampiric Drain for human form

All 3 destruction channelled spells ( Flames, Frostbite and Sparks) are also available with the Vampiric drain on my other mod here: http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=117845486 . Getting the 2 mods should not pose any conflicts other than having The skillbook for vampiric drain twice.

Adds a copy of Vampiric drain for the human form, but hitting for 35 per seconds, rather than 5 per seconds.

The original spell is still there and untouched.

To get the spell, grab the skill book on the Wizard table in Dragonreach (whiterun), and read it.

This was done as my first experience to modding, and the lack of love for that power which is quickly useless.

Note: the skill can be interrupted if you get staggered or CCed in general.

It should be compatible with absolutely everything considering how tiny the changes are. The skill is a pure copy of the Vampiric Drain from the game, simply stronger, so I assume the same rules apply to it.

Update 1: following feedback, the skill was dropped to 35DPS and the mana cost increased.
