Some extra grants for the game. There are no "gimme" grants for easy money, just extra grants to keep the game going longer and add a little more direction for mid-game.

Some examples of grants added include:
* Construction grants to hire extra workers
* A library grant to build a library and add some bookshelves around the place
* A parole grant for having ten prisoners pass their parole hearings
* An escape prevention grant to build metal detectors, hire guard dogs, and hire some armed guards
* And plenty more!
