No More Floodlands Rain

Description
Rain rain rain... I am so bored of Floodlands Rain that it was even messing my Frame Rate at one point. So I decided to get rid of it since it occupies a large portion of the game Map.

Note: In case you have other mods that change the global values of the game place this mod last in the load order!
