'Quake Champions' stuff for QL

Description
The german Quake Champions announcer voice out of the Early Access in 2017.

Put this file into your "...steam \ steamapps \ common \ Quake Live \ baseq3 " folder
and set "\cg_announcer 2" (or choose Vadrigar).

If you have installation problems, please read the Installation guide below.

Beware that this pak will work only on your host, on servers which has this installed
and on servers with sv_pure 0.
