USA States and Territories Flags

Description
Adds flags for every US state and territory and incorporates them into the strategy layer.
Soldiers or VIPs generated by missions or POIs can have a state flag. States are grouped geographically and spawn weights are proportional to the states population. However you will see them far less then you would an actual country.


Please Read!
This mod modifies vanilla Country spawn weights using More Nations Mod as a baseline.
Fear not these 2 mods change the same things to the same values so no worries about conflicts.

It hasnt been updated for WotC, but It works as customization options. Need to check if the strat stuff changed though.

Why are you guys hating on individual US states? What did Delaware ever do to you? I bet you'd love Minnesota, we're super nice people here. Anyway, could you update this for WOTC? I'm leary of using mods that the game says aren't compatible.
