Request Manual installation!
1) Subscribe mod, start game and wait until the mod is downloaded
2) Quit game and go to .../steamapps/common/Postal2Complete/WorkshopConntent/1098418474)
3) Open folder and extract folders(Music) into .../steamapps/common/Postal2Complete/Music
4) Start game
5) ??????
6) PROFIT
