gPhoria - Euphoria for Garry's Mod

This is gPhoria.

It's supposed to emulate the feeling of the Euphoria engine from the GTA series on ragdolls.

Console commands:
gphoria_affect_npc - 0/1 # whether or not the effect affects npc's
gphoria_affect_player - 0/1 # whether or not the effect affects players
gphoria_min_time - 0/infinity # the minimum time someone is in the gPhoria state
gphoria_max_time - 0/infinity # the maximum time someone is in the gPhoria state (This has diminishing returns)
