Task Force Game #3, one of Task Force Games's pocket game classics from 1979. From the back cover:

Cerberus is a game of conquest on an alien world as war rages between Terran forces and the reptilian Cetians. Pieces include bases, spaceports, mobile batallions, and special forces in powered armor.

Cerberus is a wargame of moderate complexity for two players. This TTS mod includes enhanced assets including a redrawn map, compiled charts and tables, and 3D model pieces to represent your forces. Complete rules of play are provided.
