Footjobs are overrated.

As somebody that has had many in my life, yes they are difficult to give properly, exhausting for the person having to give them, and tend to not even feel that great in 99% of cases. Feet are so uncoordinated in general that it can be more annoying than actually stimulating.

If I've had 1000 footjobs in my life, maybe 5 of those have actually been fantastic or something I thought was exceptional. When put on the scales, it rarely worth the effort or the time involved.
