You can take a look at the official modding guide. There is an audio section near the bottom. You’ll have to download FMOD Studio to do things properly. The FMOD project that the devs provide should show you how to do everything you need.
No, I have not given explicit authorization. However, I do no believe it is in the spirit of modding to stop people from making edits to mods. I am okay with third-party edits to the mod as long as proper credit is given.
I took a look and found the mod you're probably referencing on the workshop. Although I am not credited by name in the description, the original mod is posted as a requirement for the tweak mod. This method of crediting me is not optimal, but it is sufficient.
