@Oskar_GD To explain it simply, modifying the initial troops requires modifying the initial files. And this is different from normal modifications, which are very time consuming. So as a more tricky way, I only modified the initial troops of the optional countries. So the number of troops from non-optional countries still retains the original number, including some of the garrison troops. However, this will not last long, because soon after the start of the campaign they will wear out and then return to normal numbers. More numbers initially would instead allow these countries to survive the early state of scarcity of troops. A larger garrison is even more in line with the design of this mod, so there is no need to change it. Simply put it will not affect the balance of any design plan for the campaign.

@ Luskainn In the latest update, some hoplite units are 240 men and some are 160. Garrison hoplites also have 240 men and 160 at the same time
Why?
For example - Start as Thebes and atack Opos or Amfissa.
PS. I also noticed that ships appeared again in the garrison.

@Oskar_GD I took a closer look at the file. Yes , it can be integrated into my mod without a lot of effort. But the key consideration is that I think this kind of mass migration is almost non-existent in this period of history. It existed hundreds of years ago in the Mediterranean during the age of the great voyages, and also commonly existed more than a hundred years later in the Hellenistic period. But only in the city-state era was there very little migration on this scale. The key process of this mod is to play around the core city-state. The conclusion is that I'm not going to join it for now, although I don't know if I can convince you with that reason.

As far as I remember, AI had no problems with settlers in DEI. In any case, this is not a problem. I can always hire the required Hoplites and settle (disband) them in other cities.
