new dlc not apart of deluxe edition

Yes, at first it was the first four DLCs, after that, because of the backlash, 2K / Firaxis added the next two DLCs to the Deluxe as well. So, before the backlash it was still clearly stated, only that it would include four DLCs. So even then it was never suggested that a big expansion would be included.

PimN; it wasn't clearly stated when the game first came out, it's been changed since then

It is clearly stated on the store page of the base game that the first six DLCs would be included. Rise and Fall is the seventh DLC. Communication has been clear as to what would be included in the Digital Deluxe Edition. Please learn to read properly.
