Ok so here's the deal. You have an integrated graphics card (which is pretty weak to start out with anyways). GTA4 has problems allocating the correct amount of memory with integrated graphics, which is why you're running the game really slow.

That being said, you will most likely be able to run borderlands 2, since it doesn't have the same problem as GTA4. HOWEVER, be warned that you will have to run the game on extremely LOW, and your framerate will be really low, so I don't know if I can reccomend you get it.

You can get a second opinion by going to systemrequirementlabs.com and see what that says (if you do that, be sure to take a screenshot of the page and show me).
