I found the solution! There might be outdated firewall exceptions, which was the case for me.

Follow these steps I copied from @KNGSTH0

To enable a port range in advance
Click Advanced settings in the left column of the Windows Firewall window.
Click Inbound Rules in the left column.

You might see some rules named with some variation of "Foxhole" with a version. Delete all of these and reboot.

Relaunch the game, and Windows should prompt you to select which privileges Foxhole will get. Select Private Networks and continue.

Should be fixed, if not I'm out of ides.
