You say Napoleon Total War has to be the best game ever but for me I feel that accolade goes to Crusader Kings 2. As Its not just the depth of strategy and diplomacy, something that the Total War series has always sadly lacked for me, but the massive replayable ability of the game. Furthermore, there are so many different options, starting year, starting charachter and the dice roll chance aspect of the game, that its nigh impossible to have a same or even similar game twice. 9/10 is the best score it can achieve only because its a massive DLC-fest, and whilst the DLC is great and a lot of the mechanics come free with the game it is quite expensive. But this is beyond deserving of a recommendation and instead deserves something even higher than that :)
