It's never too late to start playing this game. And you shouldnt hurry yourself trough the MSQ's(Main story quests) to catch up with a friend. Heck you'll even be able to make friends with that random roegadyn who stands in your capitol.
Dont be shy to ask someone for help, They'll most likely aid you, or tell you where to find proper help.

The First 30-40 levels will have some slow combat, due to the higher glocal cooldowns, but once you get your kit, which contains multiple Off globalcooldowns. Weave them into the down time, and you'll be having an awesome combat experiance after that point.
