Nvm, seems the MUG team for Patch 22.1 kinda did what you were asking for. The officers yelling for a long period was shortened down very significantly rather than being socked altogether.

Tip isn't necessary, it's an easy change. I just need to get ahold of a Wwise non-commercial license which will take a few days. If they bother to hand one out that is.
