When it comes to narrative, nothing quite beats The Witcher 3 even though is open world is a bit cookie-cutter generic, somewhat resembling most open world games of today ie clutter your map with a million things to do although it does find innovative ways to keep you entertained but what really drives it is the strong characterisation and writing.
