It was always going to be difficult for the developer to recapture the "wow" factor of the original (we aren't so easily scared this time around) and this sequel is much more of a step sideways than a clear step forward. By attempting to remove some of the factors that made the original frustrating (driving that huge sub through narrow tunnels, having to die to realize not to go somewhere) they inevitably removed some of the tension. The story has heart but it lacks the surprises and shocks of the original.

So some people might be disappointed. If you have not played the first, I still think I'd recommend starting there (though this game certainly has various improvements, including running better).

But most people who loved Subnautica will enjoy diving back into the deep. New biomes, new creatures, new vehicles, exploring land, and uncovering more mysteries. More time on Plant 4645B is always a good thing. At the very least add it to your wishlist for when it goes on sale.
