Yea, Surveillance is pretty good for PS, combine with DMS make this commber slightly better. But if you have Pop, its not a really bad choice.

If you like kicking generators, I recommend you use COB, Eruption, Overcharge. The remained slot can be Jolt, nowhere to hide, or perhaps pain resonance.

Then definitely your perks made him mad. Wraith is also a mobility killer due to his high speed when being cloaked, so patrolling gens should not be very hard.
