This is a bit of a weird one. I guess I'll recommend, but I don't know if I should. Steam desperately needs a "mid" rating instead of positive vs negative.

There's definitely quite a bit of fun to be had, but as another review said: it does get stale after a couple of hours.

The game feels really unfinished. Like you're playing an early access game. There are literal tutorials with sample text in there. Drivers getting stuck all the time, cars upside down, wheels still spinning when car is standing still, very little variation in car and character models. I spent most of the game thinking they will fix this, but then I noticed they already have 2 paid DLC's and are working on 3 more (i assume paid) DLC's so I don't think they will fix the wonkyness of it all.

Then there is the degradation in paint that you have spent a long time applying to the wall. Why? There is no need to paint the walls other than to make it look nice for the player. If you want to paint all of your buildings you will be non-stop painting because by the time you are finished you can start over again due to the buildings getting sandblasted by the wind.

The upgrading feels good and there is quite a bit to do, but things do get tedious kinda quick. I can't help but feel not very immersed if cars constantly roll into the shop with 3 flat tires.
