Dear Goober i have bought the newest Campaign for the F-15C and is working fine, you obviously need the Flaming cliffs DLC and that's it, must be in your inventory just check "manage my DLC" in the DCS library and check if you have it ticked because you need to install it, after buying it it wont auto install , on the right side of the DCS page you have "manage my DLC" just check it out and
tick the little box, cheers
