In fact it's pretty easy to see the terrain is there. If you open the map editor from the main menu (you can just create a new map) you'll see that if you zoom out there's still the standard 25 tiles grid in the middle, but then if you move around you can see the whole 81 tiles. You can even edit the terrain, but you just won't be able to play there, at least not by default.
so what about the 81 tiles mod? surely they didnt make all their maps that big with no intention of it being playable
does that mod add terrain?
probably for performance reasons.
Changing this value does not require any change to the game engine and in fact the mod programming interface allows you to just set any value you want so it's natively supported. This also has the advantage you can keep playing saves even without the mod installed.
The 81 tiles mod requires much deeper changes in the game engine to work so it is not guaranteed it'll work forever (although I highly doubt it'll ever be impossible to get to work).
So to answer the question why I'd just answer : Why not? The game was designed to work with 25 tiles, and except for performance reasons I don't really se any other reason not to have the whole map available.
sorry if this is dumb because i only just started playing skylines
basically how does it work? if there are only 9 tiles available normally, y would they make a map big enough for 25 or even 81 tiles when u never see it? or have all the maps been remade to be bigger in these mods (which seems a lot of work)?
usually, removing barriers is pointless other than for curiosity, because most games just have a void outside the playable area, or a low quality, non-solid area thats only meant to be viewed
