This steam version is faulty, Roman didn't call me to go bowling with him even once

Update 6/6/2024 - He finally did, 10/10 game and a masterpiece in the franchise on par with San Andreas

HD Universe Liberty City is the greatest city in the series where even something as boring as walking around town is fun, it screams NYC all over the place and is extremely well detailed, full of life and has the most lore. The only downsides are the bad optimization and complete lack of the Upstate regions
