Then again, even without the mods, the replayability is still great since hunting monsters for the sake of it is still fun, and grinding is not forced, but it's still a requirement if you want to crank out more power out of the endgame gear.
I'm biased here, but I think World has less cringe and heavier subjects/tone when it comes to the theme, and considering it's a full product that doesn't get any more updates (so you won't be blue-balled while waiting for updates), I'd recommend World. Again, both games have their merits, and both are good depending on personal taste.
