It started out as a solid game with a good dev team with pretty good co-op and a fun setting. Unfortunately over the years it has slowly become more and more of what every gamer fears that their game will turn into. First it was DLC, which granted isn't instantly a bad thing. Then more dlc came, and even more, and finally the newest feature which actually locks better gear behind a paywall: microtransactions a la cs:go and tf2, minus the fact that the former 2 are almost completely cosmetic. Overkill is nickel-and-diming their playerbase to death, and it's finally gotten to the point where enough is enough. I'd get a refund, if I could.

2020 update: Well it's all basically been fixed by now, the DLC ain't great but I'm back to recommending this game.

I don't think Steam can prevent you from getting one. Even though you have more than 2 hours i am sure you can get them to consider a refund seeing as the dev went back on their promises.
