Genuinely, not that bad. I've seen headlines and social media posts about this having "the worst launch in video game history", which is a medically identifiable over-exaggeration.

First and foremost, the game is a port of the original PC release (that's still available). Which, really, just raises the question of whether or not it really needed to exist. At best, the port just makes playing the game on higher resolution displays and with a gamepad easier to do right out of the box. And throws in some basic achievements. It also swaps the UI out for the console UI, rather than the classic Battlefield-esque PC menu UI from the original release. If that's all you need, it's there.

Online play does suffer, but it's also just been a pretty rough game to play online, even back in the day. It's just, now, you have to deal with technical issues while playing through the jank. To further show my own bias, I never really cared to pick this up strictly for online, as it seems the most vocal critics did. I never enjoyed the original online, just because the game was never really balanced super well anyway. It was always just a dumb, fun sandbox and online just brought out the ugliest in the game's balancing and mechanics. But, I also know there's an argument for that kind of gameplay, too. Battlefield 3 24/7 Operation Metro servers being evident of that.

All-in-all, if you just want to play the base game (with a few minor additions from the Xbox release) without needing to tinker with resolution settings or mess with too many mods, this is totally fine. It feels like a release mostly meant for consoles, especially something like Nintendo Switch. But, here it is on PC.

It's capable of a few mods, but nothing that adds eras, as far as I can tell. If you really want to deep dive into mods, just grab the original games. And get them on GOG so you actually own them, not just the license to play them.
