Your other <100 VR games are actually built for VR, Fallout 4 was not. Your system specs are extremely overkill for any game you play except Fallout 4 VR.
If what you say is true (after a real Clean Boot) I'd say your problem is probably system temps. I'd run 3DMark benchmark free on Steam and see what your temps are. My guess your GPU since it crashes the game and not the computer.
