Morbid sense of humor, good gameplay, tons of weapons, items and nice graphics - yeah, cell shading does look good. Most NPCs are somewhat insane but loveable, and they enhance the world of Borderlands 2 in many ways. There are lots of main quests, but you will also find time to explore the huge world on your own, and the game often rewards you for that with funny events or conversations, rare items, weapons or new side quests that help you to gather more experience in order to level up.
You can choose one out of four player classes (without DLCs) that have different strengths and weaknesses. After you reached a higher level you can activate new perks to become stronger. If you fulfill certain tasks in game you can even earn the so called "badass points" that can be exchanged with improved abilities like faster reloading, more health and so on. If you don't want to play alone or you have problems with a boss fight, then invite some friends and play together (co-op). It's will stay the same game, no alternate story or world, so it can be very usefull as well as entertaining.
The story is ok and you won't be totally lost if you haven't played Borderlands 1, although it helps to get the whole plot and a few jokes. Nevertheless, you can enjoy it even if you haven't played Borderlands 1.
Under the bottom line: Get it, it's worth it.
