Skyrim gets updated *randomly* sometimes - you can easily downgrade BACK to 1.6.640 (Which is the version I use for modding)
Type steam://open/console in your browser
Click "yes" if it asks to open it in Steam client

Type each 1 of these 1 by 1:
download_depot 489830 489831 3660787314279169352

It'll tell you after each one gets done downloading where the files are stored
Copy each file into your Skyrim directory, and boom. Game is back to 1.6.640 & all Mods should work again

Fixing mods aside, Skyrim is my #1 favorite game of all-time and probably will always be. You can do anything you want with 0 limits (Besides your computer). The perfect game.
