I have Age of Empires III in my Steam library, can someone explain why majority of the nations are locked in skirmish?

Also, I can only play the Algiers campaign, other historical campaigns are locked.

I can't load any saved game as well, it keeps showing me that I have to buy the game even though it's free and it's in my library.
