The game that came out in 2018, looks like it came out in 2003, and appeals to people who hate video games but love numbers and intricate mechanics more than most other games in it's genre

This DLC basically adds the decision of getting destroyed by an empire, or kissing the ass of the empire and getting a little bit of support when your ass is getting kicked from the guys who hate the empire
