Checked out his issue and it seems to be a bit different. Drivers are the latest as it can be for the card, his Windows 10 is fully up to date as well. I would be honest and say that Valve's DX11 implementation is pure garbage beyond relief and I see why he was using DX9 for so long. Sadly his HD 4000 while supporting Vulkan on paper. does work only when Linux is being used as the main OS in that case.

Your Internet Service Provider only has a limited amount of public IPs. You use his public IPs to get to the net. Your ISP's public IPs is how the net sees you back(and is what a company can IP ban).
Pack of same public IPs are often rotated between several clients, so, that means, if someone decides to do something and end up IP banned - you won't be able to access the resource as well.

That is even worse if ISP is hiding its clients behind a NAT - that means you'll basically get thousands of users hidden behind a single public IP. So, one cheats - everyone are banned.
