Report a translation problem
* GCFScape: to extract the game files from the various .vpk files.
* VTFEdit: to view and import/export the texture files you extracted from the vpk.
* Any decent image editor to edit the textures, like GIMP, Photoshop, Krita, etc.
* A lot of patience and trial and error.
- If you want to change models, I can't help you much as I don't have any modelling experience. There are lots of tutorials for source in the net, so you should find them pretty easily.
In case you are talking about the Insurgency Sandstorm, that game uses a different engine (Unreal Engine 4) and you need a different set of tools. I haven't touched Unreal Engine modding so I'm clueless there.
