I refunded this game twice!

I bought the game downloaded it and refunded when it refused to launch (after doing a bit of troubleshooting).
On 16/12/22 a hotfix supposedly fixed this so I bought the game again, downloaded it and when trying to run it Ubisoft connect comes asking for a key. Google searches and browsing on the steam discussions didn't provide an answer either.
