Let's start with the base game before anything else, For me Fallout 4 is the "Double-Edged" sword of the Fallout Franchise. While this game does some things great and really do stand out in the franchise, (Legendary Enemies, New Creatures, Settlement Building) Something about Fallout 4 always just kinda felt missing from the base game. However it does have its moments where it shoots itself in the foot. For example, "The Glowing Sea" is very lackluster, for hyping up an area that is suppose to be the most dangerous area, and "nearly no one makes it out alive" type environment, It doesn't feel like that at all.

To add, In Fallout 3, Power Armor felt like a reward when you got it, and you even needed training just to be able to wear the full suit, In Fallout 4 any average Joe can just walk over to a power suit and use it, Not to mention the absolute annoyance of power cores, especially with the weight buildup, (Which does compensate as the suit adds additional space)

Settlements were very enjoyable for me even just in the Vanilla playthroughs I've done, adding Mods into Settlement building sets the entire experience on a whole entire level and could be its own seperate game in that.

Weapons are very hit and miss, some of the guns have reused assets from other guns and even from previous games and mechanics from other games, However if you aren't new to Bethesda games, You'll understand this one well. This didn't bother me as much as the rest of the community feels but it's worth noting in the review.

Story line was enjoyable up until about 3/4 of the way through and it feels like they rush through to get you to the end of the story

All in all it's a Fun Fallout, but not the best in my personal opinion, The replay ability is there absolutely there for this one, but do expect some typical Bethesda Glitches, Bugs, and "extra features"
