Oh yeah, you can also look at the vmt file inside GameBanana mod 344030 which I made.

GameBanana tutorial 9544 has a good guide on how to make an AnimatedTexture proxy and vtf frames. It should work for any texture. It's a bit like making animated sprays.

I'm currently using just vtf, I honestly don't know much about tf2 modding so I don't really comprehend proxys yet, do you have a vmt for this?

AnimatedTexture proxy compiled using VTFEdit. It is not officially supported as a War Paint and it's a proof of concept that may be prone to crashes. You can however use this method if you just want to make some personal custom texture replacement mods that replace whatever skin you are making it for. The file sizes might get large.
