Just buy this instead of PES 2017, there are plenty of mods to make this game like PES 2017. There are also mods to add the teams from BPL.

The game does not have those licenses but the mods just add those missing teams! :D
Also you can find the 2016/2017 1 September transfer mod which updates all teams including faces/player models.
