TLDR
It's a massive improvement over the first game. Combat is way more flexible with the new wheels for abilities and gadgets. Traversal feels smoother thanks to the wingsuit. Boss fights actually feel like boss fights now. MJ's levels aren’t a chore anymore since she has a taser, and 100% completion is way less grindy. The story is much less predictable, and the side missions are a mixed bag—some are amazing, others not so much. The visuals are insane, especially Coney Island at night. Performance has some issues—crashes, stutters, and missing voice lines.

Wait for a proper fix or get it on sale if it remains in its current state.

Comprehensive Review

Gameplay
Gameplay is a significant upgrade from the first game. The new wheels for suit abilities and gadgets give you a lot of options in any fight. Throughout the playthrough, you get better at knowing which combination of gadgets and abilities fits your playstyle. Traversal is also significantly improved with the new wingsuit. The game has proper boss fights now, with big health bars, multiple phases, and everything in between. They were challenging enough, but it's not something you would get stuck on for days like proper Souls games.

The "MJ" levels are much more enjoyable now since they gave her a taser gun that can stun enemies from a distance as well. In some missions, you won't have to restart if you get caught. You can actually try to fight your way out.

If you want to 100% the game, you'd be glad to know that it is somewhat less tedious than the last game. Crimes are no longer counted toward district requirements, so you can optimize how you go about clearing each district without worrying about the unpredictable rate of crimes.

Story - Spoiler Free
It is a significant improvement over the first one. In the first game, you could see the twists coming from a mile away. Maybe it's due to how familiar we were with most of the villains in that game from previous games or movies. In this game, most of the villains are somewhat new or modified from the source material, so the element of surprise is still there.

Side stories are much more interesting now. The FNSM missions are hit-and-miss. The good ones are extremely well made, and the bad ones are unbearable. Bunkers, challenges, and crates scattered around the districts will give a special side mission when you complete each type. These final missions give you a glimpse of extra Spider-Man lore (possibly setting up the third game) or giving closure to some storylines from this game.

Visuals
I am not even going to go into it because I could write a whole essay about the visuals in this game. All I'm going to say is that you should visit the Coney Island section of the map at night time. Turn Ray-Tracing on as well if you can, but even without it, it looks insane.

Performance
It has some game-breaking bugs at the time of writing this review. It crashed on me a handful of times. Even though I installed it on a Gen 4 SSD, I got stutter when being teleported from one place to another or in between cutscenes. There were also occasions where the voice lines would not play in cutscenes or dialogues. On my RTX 3080, I set everything to medium, except for textures, shadows, and level of detail to max. DLSS set to Quality (on a 1440p monitor) and FSR Frame Gen on. I locked the game to 120 fps, and it was buttery smooth most of the time. Frame Gen made the hair look weird a bit, but that's expected, and I was willing to live with it for the considerable fps boost.
